Minimum Requested Amount benefit pay code setting only recognized if set on parent code, not child use code

When benefit pay codes are setup with a parent/child relationship for balance and use codes the minimum requested amount setting is only recognized if set on parent code.  Setting this on the parent code can cause issues since multiple child(use) codes are tied to same parent code.
