Receipts Entry auto completes bills with non receipt charges

Non-receipt bills created in Receipt Entry auto accept prevents bill from being viewed prior to saving.

Development is currently researching the issue. 

Current workaround is to view the bill in Receipts Entry after completing the bill creation. If mistakes were made, the BL Adjustment program can be used to adjust the bill that was created.
