Beginning date is before accrual start date error when adding an accrual history record

I am receiving an error stating beginning date is before accrual start date when I am adding an accrual history record for earned time.

User was adding an accrual history record with a start date that was prior to the start date of the Employee Accrual record.

Use a start date that is equal to, or after the start date of the Employee Accrual header record.
