Paid interest not defaulting onto a refund creating through the abatement process

When abating a bill and choosing to create a refund as part of the abatement process, the paid interest is not defaulting in to the refund record.

Development is currently researching the issue. As a workaround, the interest refund amount can be manually manipulated inside the Bill Refund Processing program.
