Description of Issue

Print Abatement Certificates have an applicant showing as UNKNOWN.



Context

Cause

The abatements showing UNKNOWN applicants were created in 11.3 or prior and migrated up into the 2019.1+ release.



Resolution

Development is currently researching the issue. There is no workaround.
