(Available budget / Revised Budget) * 100 = #####
Then take that amount and subtract it from 100 and multiple that by -1 which would equal the percent used.
Additional Information
Example:
Account A has an Available budget of $85.00 and a Revised budget of $10,000
The calculation is as follows
85 / 10000 = 0.0085 *100 = .85 - 100 = -99.15 * -1 = 99.15% of the budget has been used
