Removal of no interest special condition code not removing the associated interest from bills

When removing or purging a special condition code with the do not calculate interest/penalty rule, the interest that was applied to the bill remains after the special condition is purged.

While adding special conditions with the do not calculate interest/penalty rule, an ACC adjustment is made to every bill that applies to the code. When removing the code, the ACC adjustment is not also removed.
