Description of Issue
When Month End Manager is launched, the Year dropdown is blank.
Unable to select a year in Month End Manager
User has not used Month End Manager before.

Resolution
Click the page refresh icon that looks like a circular arrow to the left of the URL at the top of the Month End Manager screen.
