Contract does not contain line items message in Contract Receiving program

Trying to enter a receiving record against a Contract and a message is received: Contract does not contain line items.

The contract being used does not have Line Items. This can be seen in the Contract Entry or Change Orders program underneath the Enforcement Method field. If the field says None then Contract Receiving cannot be added.
