Budget projections can be deleted after posting to master but leaves amounts on the table

Created budget projection for an account and posted to master for reports which adds amounts into next year but then the projection was deleted leaving amounts in next year on the accounts(s).
Account status or deletion of the account is not allowed with the amounts on the accounts.

Work ticket MUN-486237 has been created to address the issue. Please load the corrective code when it becomes available.
