Incorrect earned time balance exceeded message received when two comp balance codes used.

Description of Issue

When holiday comp earned is added to timecard, max balance set on COMP is being enforced with no comp time policy in place connecting the two codes.   Holiday comp earned code is not included in any comp time policies and does not have earned time policy included in pay code to be connected to COMP balance code.
