Description of Issue
The fields that typically default in when doing a personnel action for Employee Pay are not pulling in.

Salary Tables
Cause
Personnel Actions Entry is trying to pull from an outdated Salary Table.
Resolution
Other instances of the salary table exist with newer dates. Ensure that the most recent salary table is being used.
Upgrading to 2021.11.0.657+ self-resolved the issue.
