Purchasing Departments scroll bar issue on EM3 Amounts by Segments Contracts

Enter a new Amounts by Segments Contract. Enter at least 8 different Purchasing departments on the segment group. the scroll bar works correctly when  entering, and you can scroll up and down and see them all. 

Save the segment group record, and the scroll bar changes to the entire segment group page. It won't let you scroll specifically on the Purchasing Departments any longer, and you can't see the departments you entered after 7 or 8 of them.
