Prevent users from deleting prerequisites

Would like users to be able to add prerequisites, but not delete ones that are automatically assigned to a project.

There are currently no permissions that control the add, update, and delete actions within prerequisites. The permits permission Prerequisites Maintenance Access by Department is used to allow a user that lacks update permissions for a permit application, to still have access to maintaining the prerequisites tied to that permit.

Development is considering an enhancement to provide granular permissions to the add, update, and delete actions within prerequisites.
