Missing the option to Add PO in Purchase Order Liquidation Screen

User is Liquidating by Account 

The Add PO option is only available if the liquidation method is set to Liquidate by Line. 

The Default Liquidation Method is in Accounts Payable Settings, under the Invoice Settings tab.
