Workflow options grayed out in Munis System Roles

When attempting to update the workflow permissions for a role, the workflow options are grayed out. 

• Munis
• Roles
• Munis System Roles
• Workflow
• Security

This is caused by the Restrict to 'Public Access' use only checkbox being checked in the Munis System Roles section. 

1. Open System Administration → Security → Roles
2. Search or browse for the affected role
3. Under Module View → General select Munis System
4. Select Update
5. Uncheck Restrict to 'Public Access' use only
