TX TRS Federal Funds Contribution is not calculating for some employees when generating

The Federal Funds contribution is not calculating for some employees during TRS processing.  In some cases, the Federal TRS Care is calculating.

New employees

The Federal Grant Contribution is not collected for employees in their first 90 days of employment, but Federal TRS Care does get collected.  If there is a new employee with federal compensation, the Federal TRS-Care contribution will compute based on the federal compensation amount and the value in the Federal TRS-Care field on the Contribution Rates tab of the TRS Report Generate and FedG will be $0.
