Description of Issue
After running the Lien Certificate step, bill lines that were adjusted to 0 have a negative interest amount showing.

Cause
New interest is not being written out to the bill lines before being transferred to the lien interest charge code, resulting in an over-adjustment to the original charge lines.
Resolution
MUN-457359 will correct the program behavior once completed and available. For any affected bills, utilize the Forgive Interest process to remove the negative interest amounts.
