Expense type dropdown is grayed out for new Informational expenses after existing expense is updated

When users are entering expense claims with informational expenses in ESS, they no longer have the ability to add additional ones after an update is done on another informational line

• Employee Expense
• ESS
• Employee Self Service

Install MUN-399424 once it's been released

Workaround:  Save claim for later and reopen to have access to Expense Type dropdown on new Informational expenses
