Credit Bill Cannot Be Refunded

When attempting to use Mass Select in Bill Refund Processing negative balance bills will pull in but with a 0.00 refund amount.  Users are unable to update the refund amount even though a credit is showing on the bill.

Any subsequent activity on a bill that was billed with a credit will not let the bill be refunded and a workaround is necessary.
