GB Invoice Entry and Proof enforces last charge code maximum amount when updating first charge

When entering General Billing Invoices, after adding two charges that have different maximum amounts, an update to the first charge will use the second charge's maximum.

Development is researching the issue. As a workaround, close Invoice Entry and Proof and then reopen it. An update after refreshing the program in this way will not result in the problem.
