GBA workflow approver needs to be restricted from entering invoices

Need to set up a General Billing workflow approver that has no ability to create their own invoices.

Accounts Receivable development is currently researching the issue. The workaround is to prevent the approver user from entering invoices by policy as opposed to a software restriction.
