Town Update for June Paid PENV was not converted to PENC

Description of Issue

When running the Town Update, if an on-the-fly Penalty PENV was paid through Payment Entry after June 1st, prior to the June Town being imported, the Paid PENV will not convert to a PENC.

Cause

If PENV was paid prior to the June file being processed. 

Resolution

Development is currently researching the issue.
