Backflow Devices default department will not save in UB Settings

Description of Issue

When saving UB Settings the value for Backflow Devices under Default Departments does not save.

When returning into the program after making the change the following error appears:
Default backflow meter department id and code is a required field.

Cause

The department migration did not correctly populate the backflow department field in UB Settings.
