Depreciate Assets halves depreciation principal before applying depreciation

Description of Issue

Depreciation principal is showing as halved when running depreciation, resulting in only half of the expected depreciation being taken

Context

Fixed/Capital Assets

Cause

Caused by defect with Annual Average Value depreciation basis

Resolution

Install MUN-211955 once it's been released

Workaround:  In Sub-Class Codes program, Update depreciation basis from Annual Average Value to Remaining Value
