Unable to select sublocation from Walk up Issue program

Resolution
- There is currently no functionality to select a sublocation from the Walk up Issue program. The highest ranked sublocation will be automatically selected.
- Sublocations can be selected from the Pick Tickets or Inventory Transactions programs
