NHRS Report submission validation error - Participation Begin Date must be greater than or equal to the Hire Date

Description of Issue

Receiving a validation error uploading NHRS file to reporting agency - 

Participation Begin Date ({ParticipationBeginDate}) must be greater than or equal to the Hire Date ({HireDate}).

Cause

Employee Deductions Start Date for the retirement deduction is prior to the Hire Date in the Employee Master. 

Resolution

Install (master) work ticket MUN-457201 when available. 

Participation Begin Date Generates as the earliest Employee Deductions Start Date for any retirement deduction defined on the generate screen.  In most cases, the error is a result of accepting the default Start Date of 01/01/1900 during an Add in Employee Deductions.  Since this is a common practice, work ticket MUN-457201 was created to change the NHRS Generate behavior.  Once installed, the Generate will set Participation Begin Date equal to the Hire Date value if Employee Deductions Start Date is less than Hire Date.

Work around: 
Manually enter the Hire Date value in the Start Date field in Employee Deductions for the employee's retirement deduction record.
