New Hire Report pulling employees who don't have the New Employee field checked

I have employees who don't have the 'New Employee' field checked in Employee Master, but they're still pulling in

• Payroll

• State Reporting 

• New Hire Report

The New Hire Report program doesn't evaluate the 'New Employee' field

The New Hire Report will pull any employee who has a Hire Date within the defined date range
