CA MCERA not generating records with negative amounts
Description of Issue
I have some employees who should be generating records with negative amounts, but they're pulling in zeros instead

Cause
The only earnings for the period were earnings for a refund processed with the deduction refund functionality.
Resolution
The deduction refund process requires the deduction refund pay type to be excluded from the deduction code being refunded. With the pay excluded, the MCERA program is unable to find the earnings associated with the deduction and therefore has no way of acquiring period dates. These scenarios need to be handled manually by correcting the MCERA Period Records.
