MA actual tax Bill Print exporting negative prelim balance

The prel_bal field on the Massachusetts actual tax Bill Print program is exporting as a negative number when a credit is present on the bill.

Development is researching the issue. There is not workaround short of a modification to the bill form with the bill print vendor.

In 11.3 a credit balance would print as zero.
