Open POs by Account report not finding records

After defining the Open POs by Account report, located within the Standard PO reports, the bottom of the program states No record(s) found.

Incorrect Define in the program

This program has General Ledger segment ranges to be used for the define criteria. Make sure the first field for the range is blank or empty for the program to find results if you are using ranges. If your range states, zzzzzzzz to zzzzzzzz, the program will not find results unless there actually is a general ledger segment that matches those letters.
