Why can I post Period 13 Budget Transfers and Amendments in Accounting Entries?

Cause

A known defect is incorrectly allowing Accounting Entries to post Budget Tranfers/Amendments to Period 13

Resolution

Master work ticket, MUN-383046, was sent to development to correct and disallow Budget postings to Period 13

Users can use Budget Transfers and Amendments, which does not allow budget postings to Period 13
