Changing inventory method

Can inventory method be changed from Normal Average Cost to FIFO?

1. All pick tickets, requisitions, and purchase orders would need to be issued, posted, and received.
2. All inventory items would need to have an adjustment transaction entered through the Inventory Transactions program to bring the QOH to zero. 
3. Update the inventory method in Inventory Settings.  All users would need to be off the system when this is done.
4. All inventory items would need to have receipt transactions entered to bring the QOH back up.
