Not all animal licenses copied to new year

Not all animal licenses were copied when the Start of Year program was run

The Expiration date range used when the Start of Year was run did not include the expiration date of some of the current year licenses. 

Re-run the Start of Year, setting the Expiration date range so that it include the expire dates of the licenses that did not copy.

The licenses that previously copied will not duplicate. Only the licenses that did not copy previously will be copied.
