Incorrect Contract Budget check instead of GL Account in Requisitions

When a Contract has plenty of available monies, but the GL Account is overbudget, and the user does not have permissions to override the budget, the user is stopped in Requisitions (properly), but the message is incorrect: Account exceeds the open amount on the Contract. Budget override is not allowed. But this is not true. Requisition Entry works correctly.
