Attempting to re-open closed Purchase Order yields no changes and Purchase Order still shows as closed status

When navigating to the Purchase Order Change Orders program and searching on a PO that is currently closed, there is an option in the ribbon to Re-Open, however, when clicking this button the program does not update the status of the PO, nor are any errors returned.

There are recent audits showing that the PO status has recently been changed from 0 to 0
