Create new Service for Munis scheduler

Scheduler Monitor Service won't start or be removed, and Munis Scheduler is locked in a shutdown state

• Munis Scheduler

• Scheduler Service  

The port the GDC file is pointing to is already in use, which prevents the  Munis Scheduler Monitor Windows Service from starting or letting you delete it
