Description of Issue

When exporting the WI Create County Settlement File, the installment Due Amounts are including payment activity instead of the Installment Billed Amount + Adjustments - Abatements

Second Installment Amount Due pulls from position 194-202

Third Installment Amount Due pulls from position 203-211

Fourth Installment Amount Due pulls from position 212-220
