Cause

Insufficient permissions

Resolution

System Administration> Security>User Attributes 

  1. Search for the User 

  2. Highlight role 

  3. Select Requisitions folder

  4. Set View others REQ's to Full/Limited

  5. Set Maintain others' REQ's to Full/Limited
