Description of Issue
Purchase Order Receiving allows receiving against an inactive item if the item was inactivated after the Purchase Order was created

Install MUN-471295 once it's been released
Workarounds:
Verify there are no open inventory transaction before changing the item status to Inactive
If status was changed in error update the status back to Active
