Purchase Order Receiving allows receiving against an inactive item

Purchase Order Receiving allows receiving against an inactive item if the item was inactivated after the Purchase Order was created

Defect 

Install MUN-471295 once it's been released

Workarounds:

• Verify there are no open inventory transaction before changing the item status to Inactive  

• If status was changed in error update the status back to Active
