Commodity Code Description defaulting in when using Requisition Entry

Description of Issue

In Req Entry, if the Description field is blank and you enter a Commodity Code, the Commodity Code's Description will default in. If there is already a Description populated or if using the Requisitions program, you will receive a prompt asking if you'd like to use the Commodity Code's Description.
