Posted Abatement Report does not include unposted Abatements

Prior to upgrading the Posted Abatement Report could be defined to select abatements that had not been Bill or GL posted.  Since upgrading only Bill or GL posted abatements are being selected.

• Property Tax Billing 
• Abatements 
• Posted Abatements Report (txpabtrp)

Unposted abatements are no longer selected by the Posted Abatement Report.

This was identified as an unreported defect in prior versions that Development has since been corrected.  Abatements now need to be at least Bill posted in order to be selected in the Posted Abatement Report.
