Prior year actuals do not have backing journals

Prior year actuals for 2011, 2012 and 2013 on balance sheet account do not have backing journals.

Prior functionality carried forward amounts with no backing journals. 

Work ticket MUN-105551 created journal entries in open year to reflect start of year balance sheet balances being carried from one year to the next

The carryforward amounts will display in period 0 field and actual/memo field for that year.  

Closed accounts typically do not carryforward the prior year amounts.
