Cashiering calculating Business License Penalty on Written off bills

On-the-fly BL Penalty calculating in Tyler Cashiering for BL bills where the balance was written off by the Overshort Adjustment Process. 

BL bill show a zero unpaid balance in EERP Bill Inquiry but having an unpaid penalty due amount in Tyler Cashiering.
