Error sending sending payment release notifications message when clicking Release Payments on a Contract

Contract has Hold Payments checked. User with permissions goes in and clicks Release Payments.

Error 1: The utility program (sendemail.wsf) generated an error. ERROR: 12206: Server transaction failed.

Error 2: Error sending sending payment release notifications

The checkbox for hold payments does not uncheck after these errors.
