TPAR Deposit Report Pulls No Data After Upgrade

Following an Upgrade, the Deposit Settlement Report in Parks & Rec appears to load settings, but does not pull any data when a report is generated.

Following an upgrade, the system takes some time to build the Timezone Offset data table. This was added to the program after numerous reports of time zone discrepancies if the site is hosted using AWS. The deposit settlement report is the only report with this delay.

This issue will self-resolve in less than 24 hours following an upgrade.
