Actuals (API transactions) display the correct vendor information

Cause
APVendorNumber and APVendorName is not included on the PAProjectLedgerDim for Encumbrance transactions (Transaction Type 4)
Resolution
The work ticket MUN-452785 is currently open with Development to address this issue.
