Deactivate work order departments

Can a work order department be deactivated so that the history is preserved but the department is no longer able to be used going forward?

Implemented one department structure, but later decided to change it.  

• There is currently no functionality to deactivate work order departments after they've been used on work orders

• Deactivation functionality will be added as an enhancement to a future version under MUN-351564
