TSDS Generate Validation - Payroll Rec Not Created

Receiving errors Generating - 

PAYROLL REC NOT CREATED Emp ###### Pay Activity ## Amount x < $0.00

TEA does not allow negative amounts on a Payroll record.

If the amount is supposed to sum with a positive number to represent an adjustment, then correct the Payroll Activity code to match the Payroll Activity code it's supposed to sum under. 

If the amount is not supposed to be reported, no steps are necessary because the Generate has already excluded it.
