Error When Opening Project Balance Check

When opening the Project Balance Check a pop up box with the following message appears

Error reading paparams.   XXX     
System log id: XXXX 

System log message:
pabalchk: Select XX

Project Balance Check 
Month End Reconciliation 

The Project Settings were not defined. 

Site does not use Project Accounting, there is no need to run the report. 

Project Balance Check is a diagnostic tool for use with the Project Ledger, if project settings are not defined, the utility is not needed.
